TEENS-ON-BOARD
On January 19, 1999,
the Tulare Youth Master Plan was presented to the Tulare City Council. The Master
Plan identified and documented youth needs based on data, obtained through
youth and community input. Through the survey process, it was found that 79%
of high school students do not feel that they have a voice in what happens
around Tulare.
During focus groups, teens shared that they wished that they would be allowed
to participate on decision-making boards and advisory groups. (You
asked for it and you've got it!)
Eight goals, which would make Tulare a more
responsive community for youth, were identified as part of the Master Plan
process. Goal #2 was to "Provide youth opportunities for
leadership." The need statement was, "All youth should feel that
they are an important part of the community and that they are valued and
contributing members of the community. Young people not only are the future
of our city, they are also valuable resources today, with skills and energy
that can and should be applied to strengthening the community. Young people
need to be part of the political process so that they can contribute to
decisions about policies and programs that affect youth."

Teens-On-Board is fostering a whole new way of
thinking of teens - as community partners. Teens are one of our
county’s most valuable and under-utilized resource.
Young people hold insights and ideas that are both unique and
worthwhile. Teens-On-Board will change
the role of young people, ensuring that they are valued and active members of
our community, especially when decisions are made which affect the lives of young
people.
Role of Student
Representative - Student
representatives are to attend their board/commission meetings. Students will
be asked to give reports concerning activities and issues effecting
high school students, report on how they have shared meeting information,
provide input on board/commission issues, ask questions, serve on
subcommittees of interest to the students, and represent the board/commission
in a number of capacities/community events. The term of office will run the
school year (August through June).
